The Madison Press: Kroger, Starbucks, and Housing to West Jefferson

Although West Jefferson is one step closer to bringing in a Kroger-owned grocer and a Starbucks this year, it comes with a stipulation — a housing development must be annexed in, too.

A utility agreement was passed during last week’s village council that set up a three-way deal. Kroger will pay $1.5 million up front to extend village water and sewer lines. The company will be paid back, over time, by premium surcharges Harmony Development will charge on new construction that will tap into those same lines.
